This is a temporary relief for taxpayers with no assets, no income, no equity in assets, or insufficient income to make any payment without causing hardship. This means the IRS will not use enforcement remedies to collect the tax debt, i.e. levy your bank account, levy or garnish your paycheck, or seize your assets to pay your tax debt.
NOTE: IRS is mandated to follow-up on Currently Not Collectible cases. IRS will review cases based on filed tax returns and can request updated financial records to see if a taxpayer's financial situation has improved.
IRS allows a taxpayer modest housing expenses, health care including health insurance. But don't expect allowances for "luxury" items like cable TV, internet, cell phones, etc.
